Please note that abstracts should be submitted prior to March 31, 2013. Abstracts without registration and payment will NOT be included in the abstract book. Submission by letter, fax, e-mail or CD/DVD will NOT be accepted at any time. Applicants must follow these guidelines:

  1. Submit an abstract ONLY through Submission Online.
  2. Abstract Submission Form: MS word for Windows.
  3. Language: the abstract must be written in ENGLISH.
  4. The abstract should be written in English, typed or printed in Times New Roman font 12 and single space, with A4 size (21cm*29.7cm). Use standard abbreviations and place a special or unusual abbreviation in parenthesis after the full word appears. Use generic names of drugs. Write numbers as numerals rather than words.   5. Please limit the length of your title to 15 words: Title should be brief, clearly indicating the nature of the presentation. Use bold-faced and capitalized font type for the title.
  6. Full name of all authors should be listed without degrees and titles, and the presenting author should be underlined. Presenter's organization should be included.
  7. Tables, charts, photographs and any other information are not acceptable as part of the abstract.
  8. The body of the abstract is limited to 300 words, excluding the title and information on authors. (no more than one page)

"Progress" on EADS-BAE merger as deadline nears

PARIS/BRUSSELS (Reuters) - The boards of EADS and BAE Systems prepared to weigh the results of weeks of tough political negotiations over a $45 billion merger on Tuesday with momentum building for an extension to a Wednesday deadline for the deal.

Several sources briefed on the negotiations said France and Britain had narrowed differences over the wording of key guarantees on state shareholdings, raising the prospect that the companies will buy more time to complete the complex deal.

"There has been some progress," a source close to the talks said, asking not to be identified.

But a French government source said the country had not changed its official opposition to a 10 percent cap on its future shareholding in the group, which would be the world's largest aerospace and arms conglomerate with 220,000 employees.

Differences between Britain, France and Germany over state control, jobs and investment have threatened to derail the talks, which have also drawn criticism from a number of investors.

The companies say they cannot spell out the full benefits of the merger before completing negotiations over the shape of the company's capital and possible guarantees on investment.

EADS Chief Executive Tom Enders and BAE Systems Chief Executive Ian King were due to review the talks with their boards and make a decision on the merger, on which the two managers have staked their careers and industrial ambitions.

"Ian King and Tom Enders will discuss the situation later today and then decide, jointly with the respective company Boards, the way forward," EADS said in an emailed statement.

The companies have insisted they will only request an extension to the October 10 deadline set by UK regulators if there is meaningful progress at government level.

Britain and France have the power to veto the deal, which must also be approved by the United States and overcome political objections in Germany.

UNIONS ON STAND-BY

Core EADS shareholders Lagardere, the French media firm, and German car firm Daimler also have the right to veto a deal. Both have expressed unease about the terms but are not participating in board discussions to prevent a conflict of interest, according to a person familiar with the talks.

EADS has put its unions on stand-by for briefings on a possible deal in either one week or two weeks, union officials said, suggesting the companies would seek a far shorter extension that the maximum allowed 28 days. A scheduled European works council went ahead on Tuesday with no managers present.

British Defense Secretary Philip Hammond said he hoped to meet his French, German and U.S. counterparts to discuss the proposed merger on the sidelines of a NATO meeting.

"We always knew that there was a crunch point this Wednesday and the company has to decide today whether it's going to ask the stock exchange for an extension of time or not," Hammond told reporters in Brussels.

(AP) ? Washington Redskins coach Mike Shanahan says "right now it looks good" that Robert Griffin III will be able to play Sunday against the Minnesota Vikings.

Shanahan said Griffin was experiencing no dizziness, headaches or vomiting Monday, a day after the No. 2 overall draft pick suffered a concussion in a loss to the Atlanta Falcons.

Shanahan emphasized that Griffin will have to go through a series of tests to satisfy the NFL's return-to-play protocol. If there are any setbacks during the testing, the coach almost certainly will start Kirk Cousins or Rex Grossman against the Vikings.

Griffin was knocked out in the third quarter against the Falcons on a legal hit by linebacker Sean Weatherspoon.

Lawsuit fights Obama ban on wind farm sale to Chinese

A Chinese-owned company has filed suit against President Barack Obama for blocking its purchase of wind farms near a US military base on national security grounds, court documents made public Tuesday showed.

Obama signed the decree on Friday banning the sale of four wind farms in Oregon to the Ralls Corp and its Chinese affiliate, Sany Group.

In the decree, Obama said companies linked to Chinese nationals "might take action that threatens to impair the national security of the United States."

In a complaint filed Monday in a federal court here, Ralls Corp argued that Obama had "exceeded his limited authority to 'suspend or prohibit' a 'covered transaction.'"

It asked the court to declare the executive order "arbitrary and capricious" in contending that the transaction posed national security risks to the United States.

"We believe the lawsuit has no merit, andwe intend to defend the case vigorously," the US Treasury Department said.

The dispute comes just weeks before US presidential elections in which US trade relations with China have figured prominently.

The presidential order blocked Ralls'purchase of the Lower Ridge Windfarm, High Plateau Windfarm, Mule Hollow Windfarm and Pine City Windfarm, which are near the Naval Weapons Systems Training Facility Boardman in Oregon.

Ralls is incorporated in Delaware, but controlled by Chinese citizens through the Sany Group, according to US officials.

Ralls defended the wind farm project as one that will generate jobs in Oregon "at a time when American people need more jobs."

In filing its complaint, the company said, "Ralls continues to show its profound faith in transparency and due process, and seeks only fair treatment under the law and the constitution."

Nigerian insurance market leaders have continued to serve as fronts for international insurers, a report by A.M Best Company has revealed.

According to the report, the maximum amount of individual risks that Nigerian insurers are prepared to retain tends to be between USD 5 million and USD 10 million which is relatively low by international standards.

The report said ?In Nigeria, for example, market leaders Custodian and Allied Insurance and Leadway Assurance Co. have total Gross Premiums Written (GPW) of less than USD 110.5 million. Other non-life insurers underwrite GPW markedly below this level. The maximum amount of individual risk that insurers, including Custodian and Leadway, typically are prepared to retain tends to be between USD 5 million and USD 10 million ? relatively low by international standards.?

?Custodian and Allied Insurance?s retention level in 2010 was 40.35 per cent. Considering the scale of corporate risks such as oil and energy projects in the region, and the desire for additional expertise, Nigerian insurers tend to act as fronting companies, retaining less than five per cent of each risk.?

Nigeria?s insurance regulator, the National Insurance Commission (NAICOM), and the Nigerian Oil & Gas Industry Content Development Act of 2010 are encouraging increased domestic retentions for energy risks. However, given the high values of these risks, insurers cannot retain significantly greater levels, the report stated.

According to the report, insurers operating within Africa rely heavily on reinsurance in particular for corporate risks, although some regulators are encouraging higher retention ratios.

The report stated thus ?As in other emerging insurance markets, such as those in the Middle East, insurers in Africa commonly act as fronting vehicles, ceding the majority of risks. African insurers rely on local, regional and international reinsurers.

Regional reinsurers include Africa Re and ZEP-RE. Some African countries have a national reinsurer, including Morocco (Societe Centrale de Reassurance ? SCR), Algeria (Compagnie Centrale de Reassurance), Kenya (Kenya Re), Tunisia (Societe Tunisienne de Reassurance) and Ghana (Ghana Reinsurance Co.).?

In some countries, according to the report, national reinsurers benefit from compulsory cessions, although to some extent these are being phased out in the region. Subsequently, reinsurers are attempting to expand their portfolios internationally.

For example, Ghana Re, which is wholly owned by the Ghanaian government, saw its market share fall from 92 per cent in 2008 to 86 per cent in 2010 following the repeal of its compulsory legal cessions in 2008. Before 2008, Ghanaian cedants were obligated to cede 20 per cent of all treaty business to Ghana Re, the report said.

According to the report, despite compulsory cessions being removed in some African countries, reliance on reinsurance for corporate risks in the region remains high.

Lions saddened to learn of Alex Karras' condition

(AP) ? Alex Karras' condition has deteriorated and the NFL team he played for is extending its sympathies.

The Detroit Free Press and Detroit News reported the former All-Pro defensive lineman and actor has been given only a few days to live because of recent kidney failure.

"The entire Detroit Lions family is deeply saddened to learn of the news regarding the condition of one of our all-time greats, Alex Karras," Lions president Tom Lewand said in a statement released by the team late Monday night. "Perhaps no player in Lions history attained as much success and notoriety for what he did after his playing days as did Alex.

The 77-year-old Karras has been suffering from dementia. He is among the many former NFL players suing the league regarding the treatment of head injuries. Detroit drafted him 10th overall out of Iowa in 1958 and he was a standout for 12 seasons.

Karras may be even better well known for his work as an actor, including being a lovable father in the 1980s sitcom "Webster." He also played the role of Mongo in the 1974 comedy classic "Blazing Saddles," in which he said, "Mongo only pawn in game of life," and punched out a horse.

Recently, his wife said his quality of life has been made worse because of head injuries sustained during his playing career.

Susan Clark said earlier this year that her husband couldn't drive after loving to get behind the wheel and he could no longer remember recipes for some of his favorite Italian and Greek dishes he used to cook.

Clark, who also played the wife of Karras' character on "Webster," has said he was formally diagnosed with dementia several years ago and has had symptoms for more than a dozen years. She and Karras were among those who filed suit nearly six months ago in U.S. District Court in Philadelphia.

"This physical beating that he took as a football player has impacted his life, and therefore it has impacted his family life," Clark said earlier this year. "He is interested in making the game of football safer and hoping that other families of retired players will have a healthier and happier retirement."

The NFL has said it did not intentionally seek to mislead players and has taken action to better protect players and to advance the science of concussion management and treatment.

Karras played his entire NFL career with the Lions before retiring in 1970 at age 35. He was a first-team All-Pro in 1960, 1961 and 1965, and he made the Pro Bowl four times. He missed the 1963 season when he was suspended by NFL Commissioner Pete Rozelle in a gambling probe. Karras was recognized by the Pro Football Hall of Fame as a defensive tackle on the All-Decade Team of the 1960s.

"We know Alex first and foremost as one of the cornerstones to our Fearsome Foursome defensive line of the 1960s and also as one of the greatest defensive linemen to ever play in the NFL," Lewand said. "Many others across the country came to know Alex as an accomplished actor and as an announcer during the early years of 'Monday Night Football.'

"We join his legions of fans from both sports and entertainment in prayer and support for Alex, his wife Susan, and his entire family during this most difficult time."
